After hours of trying, I finally got FoveCppSample working.
Here are some issues that I had to figure out and resolve:
- `FoveClient.dll` wasn't in my PATH
- the selected target in Visual Studio was Win32 instead of x64
- the project's linker options contained `/machine:X86` instead of `/machine:X64`
- despite having the latest Windows SDK installed, I had to lower the DX feature level to `D3D_FEATURE_LEVEL_11_0`. (Maybe I need to buy a new graphics card? :P)
Based on these experiences, I've made a few changes, and submitted a pull request:

My future plans:
- try eye tracking
- try using OpenGL
- write C wrapper API
